The fact that any car or other vehicle which is illegally parked is registered in the name of a person shall be considered prima facie proof that such person was in control of the automobile at the time of the violation. Proof of the name of the person to whom the vehicle is registered may be made from printed booklets issued by the secretary of state's office, Springfield, Illinois, and such evidence shall be prima facie proof that the owner of said vehicle as found therein is the registered owner thereof.
