No person shall stop, park or leave standing any vehicle, whether attended or unattended, upon the roadway when it is practicable to stop, park or so leave any vehicle off the roadway. The city, with respect to streets under its jurisdiction or for the maintenance of any, may place signs prohibiting or restricting the stopping, standing or parking of vehicles on any street where, in its opinion, such stopping, standing or parking is dangerous to those using the street or where the stopping, standing or parking of vehicles would unduly interfere with the free movement of traffic thereon.
