7-4-2: DEFINITIONS:
   The words and phrases defined in this section shall have the meanings ascribed to them as follows:
    BASIC CABLE: All channels, signals and services provided to subscribers from the system, except premium programming and FM services.
   CHANNEL: A frequency in the electromagnetic spectrum capable of clearly and effectively carrying an audio data or an audiovisual television signal, and are defined by the FCC rules and regulations.
   COMPANY: Any company who receives a franchise pursuant to section 7-4-3 of this chapter and accepts in accordance with section 7-4-17 of this chapter.
   CONVERTER: An electronic device which converts signals to a frequency not susceptible to the interference within a fully functional television receiver of all signals referred to under this chapter.
   CORPORATE AUTHORITIES: The president and board of trustees of the village of Mokena.
   FCC: The federal communications commission, established by the communications act of 1934, as amended, and shall include any successor agency or other agency with respect to the federal regulation and licensing in connection with the subject matter of this chapter.
   FM SERVICE: Broadcast of audio signals only on a broadband standard FM frequency.
   GRANT: The right, privilege and franchise provided in subsection 7-4-3A of this chapter.
   GROSS REVENUES: The revenues derived by the company from all services generated by the system facilities, including, but not limited to, date transmission, alarm or signal transmission, advertising revenue, charges to subscribers for basic cable, FM services, installation charges, and any and all revenue received from any source whatsoever for use of the system facilities for the transmission of electronic or microwave impulses.
   MUNICIPALITY: The village of Mokena.
   PERSON: Any individual, firm, partnership, limited partnership, association, corporation, company or organization of any kind.
   POTENTIAL SUBSCRIBERS: Those persons within or without the current jurisdiction of the grant of franchise who are not subscribers, who have refused system services, or who have let lapse the time provided in subsection 7-4-6A of this chapter, with due consideration given to the reasonable probability that such persons may or may not become subscribers.
   PREMIUM PROGRAMMING: Any commercial free programming, including, but not limited to, movies, concerts, variety acts, sporting events and the like for which an additional charge is made.
   PUBLIC RIGHT OF WAY: All sidewalks, streets and alleys in the village which are dedicated to the municipality for street, highway, sidewalk, lighting, drainage, utility or cable television purposes, and all public ways and places contiguous thereto.
   SUBSCRIBER: Any person receiving service from or using the system under the grant pursuant to this chapter.
   SYSTEM: Community antenna television system, as defined in section 11-42-11 of the Illinois municipal code, and as amended from time to time 1 .
   SYSTEM FACILITIES: A system composed of, without limitation, antenna, cables, wires, lines, towers, amplifiers, conductors, converters, equipment or facilities, designed, constructed or wired for the purpose of producing, receiving, amplifying and distributing by coaxial cable, fiber optics, microwave or other means, audio and/or visual radio, television, electronic or electrical signals to and from subscribers.
