Council shall consist of seven (7) members, all of whom shall be elected at large. The members of Council shall serve for a term of four (4) years commencing on the first day of January next following their election, except that with respect to the General Election held in 1995, four (4) members shall be elected for a term of four (4) years commencing on January 1, 1996, and the remaining three (3) members shall be elected for a term of two (2) years commencing January 1, 1996, except as otherwise provided herein at Section 19.03. The four (4) elected members receiving the greatest number of votes at the General Election in 1995 shall serve the four year terms and the remaining three elected members shall serve the two year terms. If any member elected to Council shall fail to qualify for office within fifteen (15) days following the commencement of this term, such office shall thereupon be vacant and shall be filled as provided in Section 3.08 of this Charter.
