Whenever a Council office becomes vacant, the vacancy shall be filled by a majority vote of all remaining members of Council. If the vacancy is not filled within thirty (30) days, the Mayor shall fill it by appointment. A member of Council appointed to fill a vacancy shall serve the balance of that term. However, if a member is appointed within the first two (2) years of the four (4) year term of that vacant office, an election shall beheld to fill the unexpired term, during the next Municipal election that does not fall within one hundred eighty (180) days of the appointment.
