It shall be unlawful for any person to operate any motor vehicle, including "mini-bikes", on any sidewalk on property owned or under the control of the town; provided, however, nothing herein shall prohibit the operation of a motor vehicle across sidewalks at a driveway to obtain ingress or egress to any lot or parcel of land served by the driveway.
