Every taxicab operating upon the streets of the municipality shall have the name of the owner thereof and, at the owner’s option, the owner’s address and telephone number, painted in letters or vinyl signage at least three inches in height upon each side of the main portion of the body in a manner as to be plainly visible at all times.
