§ 4-5.3 SAME—DENIAL.
   The Board shall not issue a license to any person:
   (A)   Who has been convicted of unlawfully selling or using intoxicating liquors or narcotic drugs; and/or
   (B)   Who is not a citizen and resident of the state.
