§ 52.08 WATER BILLS.
   (A)   Water bills shall be due and payable monthly at the office of the Utilities Clerk. The Utilities Superintendent shall read or cause to be read water meters monthly on or about the fifteenth day of the month during which service is used. It shall be the duty of the customers of the Water Department to pay their bills each month. Such payment shall be made in person, by mail or through a pre-arranged automatic withdrawal service provided by the customer’s bank. The Utilities Superintendent shall direct the Utilities Clerk to charge and collect from each customer for the amount of water consumed since the last examination together with any other charges, properly itemized, due the Water Department. Bills shall be due on the first day of each month and shall be payable by the tenth of each month. Bills paid after the tenth day of each month shall have a penalty charge of 10% of the total bill added thereto. Bills not paid by the twentieth day of each month shall be deemed to be delinquent. Upon being deemed to be delinquent, as herein defined, the Utilities Clerk shall give a written notice to the customer of such delinquency and shall demand payment immediately.
   (B)   In the event that the bill is not paid within seven days after the sending of said notice, it shall be discretionary with the Superintendent to cut off service at any time; provided, that if the delinquent customer is a known welfare recipient, it shall be the duty of the Municipal Clerk-Treasurer to notify the customer and the Department of Public Welfare by certified mail of the proposed termination. The Utilities Superintendent shall assess an additional fee, set by resolution of the governing body and on file at the office of the Municipal Clerk-Treasurer, in the event that water is shut off for the nonpayment of any water bill, to compensate the municipality for the additional hook-up necessary to again provide water service to the delinquent customer.
