Every person or persons desiring electrical service must make application therefor to the Utilities Superintendent through the Utilities Clerk. Any applicant may be required to make a service deposit and connection fee in such amount as has been set by resolution of the governing body upon recommendation of the Board of Public Works and on file at the office of the Municipal Clerk-Treasurer. Electricity may not be supplied to any house or building except upon the written order of the Utilities Superintendent.
