§ 51.05 PLACING GARBAGE IN PUBLIC PLACES; NUISANCE CONDITIONS.
   (A)   No person shall place any garbage or refuse in any street or alley or other public place, upon a private property, whether owned by such person or not, except in proper containers for collection.
   (B)   No person shall place any garbage or refuse in any stream or other body of water.
   (C)   Any excessive accumulation of garbage or refuse on any premises is hereby declared a nuisance and is prohibited. Failure to remove the accumulation within 30 days after notice by the Village Administrator shall be deemed a violation of this chapter.
   (D)   No person shall cast, place, leave or deposit, anywhere within the village any garbage or refuse in such a manner that it may be carried or deposited by the elements upon any street, sidewalk, alley, sewer, parkway or other public place, or onto any private premises within the village.
   (E)   No person shall knowingly place for collection any garbage or refuse created or originating outside the corporate limits of the village.
