(A) (1) Collection from each residence shall be at least once per week, provided that the material is properly stored for collection in a container complying with the provisions of this chapter. The fee for such collection will be $15.18 per residence/household per month, to be collected on the monthly utility bill.
(a) April 1, 2020 to March 31, 2021 at $15.18 per residence/household per month.
(b) April 1, 2021 to March 31, 2022 at $15.48 per residence/household per month.
(c) April 1, 2022 to March 31, 2023 at $15.80 per residence/household per month.
(d) April 1, 2023 to March 31, 2024 at $16.27 per residence/household per month.
(e) April 1, 2024 to March 31, 2025 at $16.76 per residence/household per month.
(B) All residents of the village shall be assessed a monthly fee, whether they use the collection service or not.
(C) No deduction from a bill shall be made in the event that a contractor fails to pick up garbage or provide the contracted service.
(D) Any person aggrieved by these regulations shall have the right to appeal to the Council, who shall either confirm, modify, or revoke any such regulation or fee.
(E) Any customer that is approved each year by the Ohio Energy Credit Program to be eligible under the guidelines of that program shall be eligible for Garbage Credit. The Ohio Energy Credit program shall submit to the village, per the Ohio Revised Code, a listing of eligible individuals. The village shall submit to the garbage hauler the number of accounts eligible for the garbage fee reduction. The village shall apply the same credit percentage as determined by the Ohio Energy Credit program to residential garbage rates for qualified individuals (30% and 25%).
