The fees for licenses and registrations shall be paid at the time of their issuance, shall be valid for one year and shall be as follows:
(a) For mechanical or electrically operated amusement devices: $100 each per year; and
(b) For amusement arcades: $500 per year for each place of business. Such fee shall be in addition to and independent of machine or exhibitor’s fees.
