§ 804.03 RULES AND REGULATIONS FOR ISSUANCE OF LICENSES AND CONDUCT OF ESTABLISHMENTS; QUALIFICATIONS OF APPLICANTS; AUTHORITY OF MAYOR.
   (a)   The Mayor or his or her designee is hereby authorized to establish, adopt and enforce, or cause to be enforced, such rules and regulations governing the issuance of licenses and registrations required by this chapter and governing the conduct of the establishment where mechanical amusement devices are exhibited, as he or she may deem reasonable and necessary and not inconsistent with the provisions of this chapter.
   (b)   Applicants for licenses under this chapter shall be of good moral character. The Mayor or his or her designee shall adopt and enforce rules and regulations requiring an affidavit to be submitted by each applicant relative to any arrest or conviction of such applicant for any crime involving morals or moral turpitude within a period of five years immediately preceding the date of the application.
