SECTION 5.02  Qualifications.
   The Administrator shall be appointed solely on the basis of his executive and administrative qualifications, and need not be a resident of the Municipality at the time of his appointment but shall become a resident of the Municipality within six months after his appointment.  No one elected or appointed as a member of Council may be appointed as Administrator until two (2) years after such member has terminated his membership on Council.  The Administrator shall abide by the Code of Ethics of the International City Managers Association and shall refrain from participation in the election of the members of his employing legislative body and from all partisan political activities which would impair his performance as a professional Administrator.
