SECTION 4.06 Vote Required for Passage of Ordinances and Resolutions.
   The vote on the question of passage of each ordinance, resolution and motion shall be taken by yeas and nays and entered on the Journal, and no ordinance, resolution or motion shall be passed without concurrence of a majority of all members of the Council, except that each emergency or non-emergency ordinance or resolution on which three (3) readings on three (3) different days is being waived shall require the affirmative vote of at least four (4) members of the Council for its enactment; provided, however, that if such emergency or non-emergency ordinance or resolution on which three (3) readings on three (3) different days is being waived shall fail to receive the required affirmative vote of four (4) members, but receives the necessary majority for passage as a regular three (3) read ordinance or resolution, it shall be considered passed for its first reading as a regular three (3) read ordinance or resolution and shall become effective as hereinafter provided by this Charter. A majority of the members present at any regular or special Council meeting may compel the attendance of absent members as provided in Section 3.12 of this Charter. (Amended 5-3-2022)
