For each ordinance or resolution requiring three (3) readings, first reading shall be read in full, with second and third readings to be read by title only.
Each ordinance or resolution requiring three (3) readings shall be read on three (3) different days, provided that Council may dispense with this rule by a vote of at least four (4) members.
Motions to dispense with the requirement that an ordinance or resolution be read on three (3) different days shall be separately stated and a separate vote shall be taken on each such motion.
In order to dispense with the three (3) reading requirement, such ordinance or resolution shall be drafted as an emergency ordinance or resolution, the emergency being stated in said ordinance or resolution pursuant to Ohio Revised Code 731.30, or as a non-emergency ordinance or resolution pursuant to Ohio Revised Code 731.17.
