PREAMBLE

We, the people of Minerva, Ohio, in order to secure the maximum benefits of municipal home rule and exercise all powers of local self-government under the constitution and laws of the State of Ohio, do hereby frame and adopt this charter for the government of the Municipality of Minerva.
