(a) The Village shall institute a young individuals experiencing legal driving program (Y.I.E.L.D.) to be conducted at the Minerva Police Department.
(b) Instructors shall be paid from program proceeds, which will be paid by offenders at a set fee, established by the Juvenile Court.
(c) All costs to operate the program will be paid by the Y.I.E.L.D. funding.
