1339.03 GENERAL REQUIREMENTS.
   (a)   No barbed wire fences are permitted.
 
   (b)   No electric fences are permitted.
 
   (c)   Fences in front yards shall not exceed three feet in height as measured from the front corner of the building or structure.
 
   (d)   Fences in side or rear yards shall not exceed seven feet in height.
 
   (e)   Fences shall be offset a minimum of two feet from adjoining property lines, unless the owner has written consent from adjoining property owners, stating that they agree to a fence on the property line. In cases where it is agreed by property owners of having a fence constructed on the property line, both owners will be responsible for the maintenance of the fence.
 
   (f)   In all cases, fences shall be properly maintained, including any necessary painting, mowing and weeding.
 
   (g)   Solid fences may be constructed of brick, stone, wood, or metal. Supporting members for solid fences shall be installed to face the interior of the property.
 
   (h)   Fences shall be harmonious and appropriate in appearance with the existing character of the immediate area in which they are to be located.
 
   (i)   Swimming pools shall be completely enclosed with a fence as described under Chapter 1329.
 
   (j)   No fence shall be located closer than two feet to any street or alley right of way.
 
   (k)   The required setback between the property line(s) and a proposed constructed fence shall remain clear of all materials, storage items or debris and other obstructions.
 
   (l)   Regardless of the zoning district in which located, all fences shall be neutral color of white, tan, light grey, red wood stained, brown or light brown, or some variation thereof.
 
   (m)   All fences shall be constructed of standard and sturdy high quality fencing materials. Fences constructed of scrap wood, used or metal, plywood, chicken wire, snow fencing material, wire or barbed wire or livestock wire farm fencing are prohibited.
 
   (n)   Front yard fences shall be constructed of wood or vinyl in picket, slat or split rail style, and shall not exceed three (3) feet in height. Chain link fencing shall be prohibited within front yards.
 
   (o)   An appeal to the determination of the Zoning Inspector or Village Administrator under this section may be taken by the aggrieved party to the Board of Zoning Appeals.
