   (b)   Permit Application. The owner or occupant of any lot or parcel of land in the Village who desires to erect a satellite dish antenna at any location within the Village shall first obtain a permit from the office of the Clerk of Council. Prior to obtaining a permit, the application shall submit the following information:

      (2)   Written consent of the owner of the property on which the dish is to be erected, if not the same as the applicant.
      (3)   A description of the kind of satellite dish antenna to be erected.

   (c)   Permit Fee. The application fee for each "Dish Antenna" permit shall be ten dollars ($10.00).
