1331.05 APPEAL.
   The owner or owners may, within ten days after completion of service of notice, make a demand in writing to the Building Inspector for a hearing on the question of whether in fact a public nuisance, as defined in Section 1331.01(a) exists. The hearing shall be held within ten days following receipt of written demand and at least two days notice in writing of the hearing shall be given to the owner or owners. The hearing shall be conducted by Council. A majority of the members of Council must concur that a public nuisance, as defined in Section 1331.01(a), exists before enforcement of the abatement is carried out. A copy of the decision of Council shall be promptly served upon the owner or owners in the manner provided for in Sections 1331.02 and 1331.03
