(a) Horseback riders shall stay on park roadway and parking lots and are not permitted elsewhere in the Park.
(b) Horseback riding events will only be allowed in the Park with special permission of the Park, Recreation and Cemetery Committee.
(c) No rider shall mistreat, override, cruelly beat, mutilate or torture any horse.
(d) Whoever violates this section is guilty of a minor misdemeanor.
