The Village Council, upon the advice of the Village Administrator, shall determine the size of any water or sewer extension and shall specify its location. Due consideration shall be given to the requirements of the applicant, the effect on adjacent properties and future development in the area. Village Council shall also decide and be sole judge of that point in the water or sewer system where sufficient capacity exists for an extension. That point will then become the beginning point for the extension which was applied for.
