927.03 CONSTRUCTION AND MATERIAL SPECIFICATIONS.
   (a)   Extension of existing water mains, the installation of new mains, fire service and sprinkler lines installed by the subdivision developers or private contractors shall be in accordance with the subdivision regulations of this Municipality and regulations as set forth in applicable AWWA recommendations, these Rules and Regulations and the applicable rules and regulations of the Ohio EPA and the Revised Code of the State of Ohio, such regulations being made a part of these Rules and Regulations, the same as if written in full herein.
 
   (b)   (1)   The tap as provided for Section 927.01 shall terminate at the corporation stop. Before the service line is extended from the corporation stop or curb stop to the structure, the property owner or contractor shall notify the Water Department that extension of the service line is planned and shall state the exact location of the extension, date and time it is to be done. Taps will be made at a right angle to main in the center of the property.
      (2)   The tap-in fee shall include the costs for the water line tap and corporation stop, installed by the Water Department. All other costs for labor, materials, excavations, backfill and fill shall be borne and performed in accordance with the minimum design standards adopted by the Water Department and hereby are made a part of these Rules and Regulations.
 
   (c)   Whenever an application for water service is filed, it is assumed that the piping and fixtures in the property to be served are sufficient and in proper order to receive the same, and the Water Department shall not be liable in any event for any accident, break or leakage arising in any manner to interior plumbing in connection with supply of water or failure of supply. Water Service may be refused to any building wherein the water pipes or sanitary plumbing is found to be defective or in violation of a Municipal ordinance or State law, until such time when the defect or violation has been terminated.

   (d)   No person, firm or corporation shall make or maintain a physical connection between any other source of water and the Municipal waterworks system unless such connection is approved by the Ohio EPA, State Department of Health, and the Municipality, and proper backflow prevention devices have been installed and approved. All cross-connections to non-potable water sources shall provide an air gap separation and shall be made in accordance with AWWA recommendations.
      (1)   If, in the judgment of the Service Director or Water Plant Operator, an approved backflow prevention device is necessary for the safety of the public water system, the Service Director or Water Plant Operator will give notice to the water consumer to install such an approved device immediately. The water consumer shall, at his own expense, install such an approved device at a location and in a manner approved by the Service Director or Water Plant Operator and shall have inspections and tests made of such approved devices as required by the Service Director or Water Plant Operator.
      (2)   No person, firm or corporation shall establish or permit to be established or maintain or permit to be maintained any connection whereby a private, auxiliary or emergency water supply other than the regular public water supply of the Village of Minerva may enter the supply or distributing system of said municipality, unless such private, auxiliary or emergency water supply and the method of connection and use of such supply shall have been approved by the Service Director or Water Plant Operator of the Village and by the Ohio Environmental Protection Agency.
      (3)   It shall be the duty of the Service Director or Water Plant Operator to cause surveys and investigations to be made of industrial and other properties served by the public water supply where actual or potential hazards to the public water supply may exist. Such surveys and investigations shall be made a matter of public record and shall be repeated as often as the Service Director or Water Plant Operator shall deem necessary.
      (4)   The Service Director or Water Plant Operator or their duly authorized representative shall have the right to enter at any reasonable time any property serviced by a connection to the public water supply or distribution system of the Village for the purpose of inspecting the piping system or system thereof. On demand the owner, lessees or occupants of any property so serviced shall furnish to the Service Director or Water Plant Operator any information which he may request regarding the piping system or systems or water use on such property. The refusal of such information, when demanded, shall, within the discretion of the Service Director or Water Plant Operator, be deemed evidence of the presence of improper connections as provided in this subsection.
      (5)   The Service Director or Water Plant Operator of the Village is hereby authorized and directed to discontinue, after reasonable notice to the occupant thereof, the water service to any property wherein any connection in violation of the provisions of this subsection is known to exist, and to take such other precautionary measure as he may deem necessary to eliminate any danger of contamination of the public water supply distributions mains. Water service to such property shall not be restored until such conditions shall have been eliminated or corrected in compliance with the provisions of this subsection.

   (e)   Every water service shall be equipped with a meter furnished by the Water Department. All new taps from the main to the meter, size 3/4" to 2" shall be type "K" copper, one piece unless a substitute material is approved by the Water Department or an authorized deputy. Old services must be replaced with type "K" copper in the event of repair.
 
   (f)   Ground shall be excavated in open trenches or in tunnels, if specified by the Water Department, to a depth necessary to secure five feet of cover, on new installations, unless otherwise authorized by the Water Department.
 
   (g)   (1)   Each water service pipe shall be connected to the water main through a brass corporation cock. The service line shall be laid in the trench to allow not less than one foot extra length in its entire length. It shall be at least four feet below the level of the ground.
      (2)   The cast iron service box shall be placed over the curb stop and held in a vertical position until sufficient backfill has been placed to insure permanent vertical position. The top of the box shall be set flush with the established ground surface grade.
      (3)   In all cases, the service connection shall be located under the direction of the Water Department and a record of the exact location shall be made on the Service Record Card for that address, by a Water Department representative.
 
   (h)   (1)   After the extension or installation of the water main is completed, either in whole or different sections that can be completely "valved off" such line or section shall be completely flushed and pressure tested in accordance with AWWA recommendations. All necessary materials, labor and excavation needed to complete the test, shall be furnished by the developer or the contractor. No pipe installation will be accepted until or unless the leakage for the section of the line tested is less than the amount specified by AWWA.
      (2)   Should any section of pipe have leakage greater than that specified, the developer or contractor shall locate and repair the defect in the section at his own expense. If the developer or contractor, will not or can not repair such leak, the Municipality reserves the right to repair or replace any defective materials and workmanship on the line and to charge the developer or contractor the cost of all materials, labor, and excavation needed on a time and material basis until it is accepted by the Municipality.
      (3)   After all pipe and fittings are in place, the completed water line shall be disinfected following the procedure in the AWWA standard for disinfecting water mains (AWWA C601-54) or latest revision.
      (4)   All cost for disinfection will be paid for by the installer, except for the cost to perform bacteriological tests, which shall be paid by the Municipality.
 
   (i)   After acceptance, all pipelines connected to existing mains regardless of size in dedicated rights-of-way or easements shall immediately become the sole property of the Municipality without further cost. Contractor or developer and agent thereof will relinquish all rights, titles and interest in the water line to the Municipality. In return, the Water Department will supply water to the main and will assume full maintenance of water mains, valves and hydrants as described in these Rules and Regulations.
 
   (j)   (1)   No taps shall be made to any new water mains or extensions to existing water mains until the pipelines have been accepted and approved by the Municipality. All taps will be made by the Water Department after proper application has been made and paid for.
      (2)   Service mains shall not be placed in the same trench with sewer connections, except by special permission and must otherwise be approved by the authorized representative of the Department of Water. Where permission is granted to lay service mains in sewer trenches, they must be put on a shelf at least twelve inches wide cut into the side of the trench, a minimum of eighteen inches above the sewer line, and such trenches shall not be backfilled until the work has been inspected and approved by an authorized representative of the Department of Water. Request for such inspection must be made at the Water Works Office forty-eight hours prior to the day which such inspection is desired. All installations are contingent upon EPA Rules and Regulations.
 
   (k)   Fire hydrants shall not be spaced more than 500 feet apart on all new extensions.
 
   (l)   Where the Municipality requires a larger water line than that which will serve the area in which extension is made, the Municipality will pay the difference between required size and size specified by the Municipality. However, at no time will extension be sized smaller than existing line. Example: 6" line extended with 6", 8" with 8". All extensions must be installed from property line to property line on a given project.
