Council shall upon application be empowered to serve lots, lands, buildings or premises outside the corporate limits of the Municipality where such service is by the owner of such lots, lands, buildings or premises, provided the owner of such lots, lands, buildings or premises shall connect to the Municipal sewerage system at his own expense; and further, that such connecting sewers and other works installed by such persons are built to specifications as provided by the Municipality and shall be in conformity with all laws, regulations and specifications as may be promulgated by the Municipality, County, State or other governmental agencies having authority, and further, that charges for the services rendered in receiving and treating the sewage of such owner of such lots, lands, buildings or premises outside the corporate limits shall be fifty percent (50%) in excess of that paid for equivalent services by the owner of lots, lands, buildings or premises inside the corporate limits.
