925.07 SEWER USE SURCHARGES.
   (a)   As provided in Section 925.03, surcharges shall be assessed for extra strength wastewater for which the concentration of BOD, suspended solids or other pollutants exceeds the concentration of these pollutants in normal strength wastewater.
   Surcharges shall also be assessed for the Municipality's cost of removing at the Municipal wastewater treatment facilities toxic pollutants as defined in the Categorical Standards and amendments thereto. (Ord. 46-84. Passed 9-25-84.)
   (b)   Wastewater pollutant concentrations shall be determined from the Municipal Industrial Monitoring Program and any necessary special surveillance, user's self-monitoring data and/or EPA compliance Monitoring data. For purposes of computing surcharges for a billing period or other period of non-compliance as herein provided, the pollutant concentrations used in the computation shall be an average of concentrations of all samples taken during the previous billing period or period of non-compliance, such sampling and analysis being performed as provided in Section 921.12. Where no samples were taken during the previous billing period, the pollutant concentration used for surcharge computation shall be an average of the samples taken during the most recently sampled billing period.    (c)   As required by Federal law, surcharges shall be added to a user's sewer use charges and shall remain in effect as long as normal strength wastewater values are exceeded.
 
   (d)   Consistent with the Act, surcharges shall be computed in accordance with the model below:

   K =   concentration to mass loading conversion factor equal to .00834
   Bc =   unit operating cost for biochemical oxygen demand (BOD) in $/lb.
   B =   concentration (mg/1) of BOD from a user above 250 mg/1 (normal strength wastewater).
   Sc =   unit operating costs for suspended solids (nonfilterable residue) in $/lb.
   S =   concentration (mg/1) of suspended solids from a user above 250 mg/1 (normal)
   Pc =   unit operating cost of any pollutant in $/lb.
   P =   concentration (mg/1) of any pollutant from a user above normal strength wastewater concentration
   Vu =   a user's total water usage or wastewater discharge in 1000 gallons per billing period. (Ord. 46-84. Passed 9-25-84.)
