The Council shall publish in one (1) or more newspapers of general circulation in the Municipality the general summary of the five (5) -year capital program and a notice stating:
(a) The times and places where copies of the capital program are available for inspection by the public, and
(b) The time and place, not less than two (2) weeks after such publication, for a public hearing, to be held on or before the first (1st) day of the eighth (8th) month of the current fiscal year.
