903.01 SIDEWALK REQUIREMENTS.
   (a)   All sidewalks in the Municipality shall be under the direction of the Street Superintendent. The space between the property line and the curb line on each side of the paved road or curbed streets shall constitute the sidewalk. Upon the unpaved or uncurbed streets, the sidewalk shall be the portion adjoining the property line on each side and shall have a width equal to one-fifth of the distance between the property lines. Unless otherwise provided by resolution of Council, except on streets or alleys having a width of eighteen feet, in which case the sidewalk space shall be three feet wide, no sidewalk shall be provided for streets or alleys less than eighteen feet in width unless especially provided for by Council.
 
   (b)   Sidewalks hereinafter improved or constructed by placing permanent surfacing on any highway, street or alley within the Municipality, shall be so improved by constructing sidewalks to coincide with the line described as follows:
      (1)   Beginning at the curb line with the established grade as determined by an engineer employed by the Municipality, thence extending to the property line at right angles to the curb line, the rise of which shall be three-eighths of an inch to the foot, provided, that at street intersections where the grade of intersecting street prevents compliance with the above provisions, the walk shall be laid under the direction of and to the acceptance of an engineer employed by the Municipality and/or by the Street Superintendent.
      (2)   The width of an improved walk shall be as follows: on all streets thirty feet or more in width the walks shall be at least five feet in width and on all the streets or alleys, less than thirty feet in width, such width shall be as may be determined by the Street Superintendent, provided, however, that on all streets or alleys, the sidewalks shall be of uniform width and except that in business districts the sidewalks shall be the entire sidewalk space.
