711.17 PERMIT REFUSAL; REVOCATION.
   (a)   Failure to comply with any provisions of this chapter shall be grounds to refuse a permit to drill a well, or shall be grounds to revoke a permit already issued. Revocation of this permit removes the rights of the permittee to drill or operate for oil or gas until such permittee has complied with the provisions of this chapter.

   (b)   The Mayor is hereby granted the authority to cancel and revoke any permit when it appears that fraud or misrepresentation was practiced in obtaining a permit, or that the permittee has failed to comply with the terms of this chapter after notice of any violation thereof. An appeal from the decision of the Mayor to revoke a permit shall be made to Council, which has the authority and power to review such revocations.
