If upon affirmative vote by a majority of Council, that a permit shall be issued, the Clerk shall issue the same only if there is submitted to the Clerk a certificate of insurance covering the applicant's liability for property damage in the amount of not less than three hundred thousand dollars ($300,000) and personal injury in the amount of three hundred thousand dollars ($300,000) which insurance policy shall remain in effect and be maintained by the applicant until the well is plugged and pulled. Such insurance policy shall specifically include liability coverage for the applicant covering the drilling and operation of the well including liability coverage for a blowout and crater in the drilling of the well.
