The Mayor, president of Council and the Street Superintendent, or in the absence of any one of the above, any two of them, shall inspect the premises for which such permit is sought and report their findings to Council before such permit shall be issued. No permit shall be issued for any well, the location of which shall be within 225 feet of any structure used for human occupancy or buildings where the public is invited or congregates.
