Any person, firm or corporation desiring to engage in the drilling and operation of a well for oil or gas, shall make application to the Mayor on a form as may be prescribed. All such applications for a permit shall be accompanied by a fee of seven hundred fifty dollars ($750.00) cash or certified check. Each well shall require a separate permit. Such application for a permit shall be submitted at least three days prior to a regular Council meeting and shall be acted upon at such meeting.
