No person shall enter upon any lot or land in the Municipality for the purpose of soliciting orders for, or selling, goods, wares, merchandise or services of any kind or character, unless such person has been requested or invited to do so by the owner or occupant of such residence; or unless such person has first obtained an identification card as hereinafter provided.
