There is hereby created and established a Board of Zoning Appeals which shall consist of five (5) members. These members shall be citizens of the Municipality appointed by a majority vote of the members of the Council for terms of three (3) years each, except that the term of one (1) member of the first Board under this Charter shall be for three (3) years, one (1) for two (2) years and one (1) for one (1) year. Thereafter, each member shall be appointed for a term of three (3) years, and shall continue in office until his successor is appointed.
