(A) No person shall stand on a highway for the purpose of soliciting contributions from the occupant of any vehicle except pursuant to this section.
(B) Solicitation on highways within the village shall be allowed only at intersections where all traffic is required to come to a full stop.
(C) The soliciting agency shall be:
(1) Registered with the Attorney General as a charitable organization.
(2) Engaged in a statewide fund raising activity.
(3) Be liable for any injury or injuries to any person or property during the solicitation which is casually related to an act of ordinary negligence of the soliciting agency.
(4) Any such person engaged in an act of solicitation shall have attained 16 years of age.
(5) Any person engaged in an act of solicitation shall be wearing a high visibility vest.
(D) Prior to entering into the solicitation, the soliciting agency shall obtain from the office of the Village Clerk a permit. The permit shall include the following:
(1) The name and address of the soliciting agency.
(2) The name of the statewide fund raising activity.
(3) The name and address of the organization for whose benefit the fund raising activity is.
(4) Shall post evidence of financial security for any injuries to person and property during the solicitation which is casually related to an act of ordinary negligence of the soliciting agent in an amount equal to the village's basic liability policy of insurance and in such companies as approved by the Village President and Board of Trustees.
(5) The date and hour of the planned fund raising activity, subject to the approval of the Village President and Board of Trustees.
(6) Upon all of the above requirements being met, the Village Clerk shall issue such permit.
