§ 53.01 TAPPING ON/ATTACHING TO CITY UTILITIES PROHIBITED WITHOUT PRE- ANNEXATION AGREEMENT.
   It is hereby declared to be the policy of the village that no owner of property located outside of the village limits shall be permitted to tap on or attach to one or more of the village’s utility systems until said property owner shall have entered into a pre-annexation agreement with the village containing such provisions as shall be acceptable to the village.
