§ 51.87 MAJOR LEAKS.
   (A)   If the customer establishes that a major leak for a billing period has occurred, the customer shall pay water and sewer bills based upon the first 25,000 gallons of water received by the customer at the regular rate established by the village ordinances.
   (B)   If the customer establishes that due to a water leak water in excess of 25,000 gallons has been received by the customer, the customer shall pay for any water in excess of 25,000 gallons based upon the actual cost incurred by the village to purchase the water; the customer shall not be required to pay for any sewer usage based upon water received in excess of 25,000 gallons.
   (C)   No water leak will be considered as major unless at least 25,000 gallons of water has been received by the customer for a billing period.
   (D)   It shall be the responsibility of the customer to establish to the complete satisfaction of the village that a major water leak has occurred.
   (E)   Each billing period shall be reviewed individually.
