§ 51.86 BILLING.
   (A)   The rates or charges for service shall be payable monthly or bi-monthly depending on the classification of service for which bills are rendered. The owner of the premises, the occupant thereof and the user of the service shall be jointly and severally liable to pay for the service to such premises and the service is furnished to the premises by the village only upon the condition that the owner of the premises, occupant and user of the services are jointly and severally liable therefor to the village.
   (B)   Bills for sewer service shall be sent out by the Village Treasurer on the first day of the month or bi-monthly succeeding the period for which the service is billed.
   (C)   All sewer bills are due and payable 15 days after being sent out. A penalty of 10% shall be added to all bills not paid by the 15th day after they have been rendered.
   (D)   If it is determined that a water leak has occurred between the water meter and the premises, the sewer bill shall be adjusted to an amount which shall be the average of the regular rate for the usage over the previous three months before the leak was located.
   (E)   Anyone responsible for the payment of sewer services may request that a meter be reread. If it is determined that the original reading was accurate, there will be a $25 charge to the premises which shall be stated on the next month’s bill. If it is determined that the meter was inaccurate, no additional charge shall be assessed.
