No statement contained in this chapter shall be construed as preventing any special agreement or arrangement between the village and any concern whereby an industrial waste of unusual strength or character may be accepted by the village for treatment, subject to payment thereof, by the industrial concern, provided that such payments are in accordance with federal and state guidelines for user charge system.
