1349.07 DEFINITIONS.
   For purposes of this chapter, the following words shall have the following meanings:
   (a)    Alter or Alteration means any change in the external architectural features of any building or structure.
   (b)    Applicant means any entity that applies for a Certificate of Appropriateness for a sign or window display permit, or in order to undertake any alteration to any building or structure subject to this chapter.
   (c)    Application means an application for a Certificate of Appropriateness.
   (d)    Architectural features means the architectural sty le and visual arrangement of the exterior of the building or structure, including but being limited to all windows, doors, lights, signs, and other parts thereof.
   (e)    Artifact(s) means the applied components of the building such as light fixtures, signs, door hardware, detached planters, etc., which are an integral part of the image.
   (f)    Building means any structure having a roof supported by columns or walls and intended for shelter or enclosure.
   (g)    Certificate of Appropriateness means a certificate issued by the Village to authorize any new construction, demolition or alteration to any building or structure.
   (h)    Color means inherent colors such as the color of materials, i.e.: brick or stone, and applied colors such as paints or stains.
   (i)    Commercial or Community Building means any building used for any commercial (i.e. engaged in commerce) or community purpose including retail trade, provision of personal services (e.g. hotels, restaurants, and hair salons), recreational facilities, churches, and governmental, administrative, business or professional offices.
   (j)   Council means Millersburg Village Council.
   (k)    DRB means Design Review Board.
   (l)    Detail/Craft means the method of assembly of the building components and the quality of work and material used in the assembly of the building image.
   (m)    Demolition means the razing or removal in whole or in part of any building or structure.
   (n)    Design District # 1 means the district bordered by Grant Street on the west; the alleys including Court Street running behind the properties on the south side of Jackson Street on the south; Crawford Street/State Route 241 on the East; and the alleys running behind the properties on the North side of Jackson Street on the north. See attached map. The Design District shall also include any future district added through the Village Council's vote as recommended by the DRB.
Design District #2 means the district not part of Design District # 1 that is indicated on the attached map.
   (o)    Form means the geometric shape of the building components and their interaction to create a whole image.
   (p)    Historic landmark means any individual building or structure determined by the Board and approved by Council as historically or architecturally significant.
   (q)    Historic Register Buildings means those buildings listed on the U.S. National Register of Historic Places.
   (r)    Infill building(s) mean any new building to be constructed on a site with one or more of its adjoining buildings on adjacent sites.
   (s)    Maintenance means repair or replacement of an existing product, finish, or material without making any alteration.
   (t)    Massing means the interaction of height, width, depth, and proportion, thus meaning a visual image of size.
   (u)    Materials means brick, wood, stone, metal, glass, etc. which can represent themselves or can be formed to represent another material, i.e., vinyl siding is typically formed to reference wood clapboard.
   (v)    Member means any member of the Board.
   (w)    OHPO means the Ohio Historic Preservation Office.
   (x)    Orientation means the juxtaposition of components and elements to each other as well as the juxtaposition of the image as a whole to its environment.
   (y)    Ornamentation means an applied and incorporated decoration used to embellish the building such as cornices, window hoods, columns, corbels, etc.
   (z)    Owner means the owner(s) ofrecord.
   (aa)    Pattern/rhythm means the repetition of materials, forms, texture, elements in the image.
   (bb)    Proportion means the relationship in size, dimension, scale, etc. of the various elements of the building to themselves and the image as a whole.
   (cc)    Protected Property: for Design District #1 means: any building, structure, landmark which is designated a Historic Landmark or any commercial or community building that falls within the Design District, or any vacant lot within the Design District.
Protected Property: for Design District #2 means: any building, structure, landmark which is designated a Historic Landmark and any building that is used primarily fifty-one percent (51%)or more based on square footage) for a community or commercial purpose as defined in Section 1349.07(i).
   (dd)    Scale means the perception of massing in relationship to various indicators such as people, adjoining buildings, the site environment as a whole. Scale is typically observed on many visual levels for the same building or structure.
   (ee)    Site Scaping means the components that combine to enhance the building site such as benches, light fixtures, fences, planters, landscaping, etc.
   (ff)    Structure mans anything constructed or erected, the use of which requires permanent location on the ground, such as, but not limited to buildings, monuments, memorials, statues, poles, telecommunications equipment, etc.
   (gg)   Style means the combination of elements and components in commonly recognized and accepted patterns. Examples of styles are Georgian, Federal, Greek Revival, Neo-Classic, Italian Renaissance, Second Empire, etc.
   (hh)    Temporary Sign means any exterior sign, pennant, valence, or advertising display constructed of paper, cloth, canvas ( excluding awnings) light fabric, cardboard, wallboard, or other light materials intended to be displayed for a short period of time and not meeting permanent signage guidelines. Examples include balloons, banners, public event banners and/or signs, posters, political signs and special event signs for an associated business.
   (ii)    Texture means the visual such as caused by shadows and actual as when the surface is physically touched.
