(a) Each Design Review Board shall set a regular meeting time to hold meetings to discuss its business as necessary, provided that the Board shall meet not less than once per quarter. Meeting times, dates, and locations shall be publicized as required by Village ordinance, or by posting no less than one week in advance. Notice of the meeting times, dates and locations shall be sent two weeks in advance by certified mail, return receipt requested, to any owner whose real property is a matter before such Board. Meetings shall be conducted according to Robert's Rules of order, or any method formally adopted as the procedural policy by such Board that addresses order of business, length of speech/presentation, number of speakers, length of meetings, and the effect of attendance by the owner of real property with business before such Board. Three members of the Board established by Section 1349.01 shall constitute a quorum; however, a majority vote of the members present shall be required to take official actions.
(b) Any Board Member who has a financial interest, direct or indirect, in any agenda item shall notify the Board of that interest. The Board member shall refrain from voting on or participating in any of the Board’s discussion or debate on the issue of concern. Any member of the Board who knowingly conceals such financial interest or violates the requirements of this section may be removed from the Board by the Village Council.
(c) Minutes of the actions taken during the meetings will be kept and shall be available for public inspection. (Ord. 2010-101. Passed 4-26-10.)
