The purpose and intent of this Cable Services Regulatory Ordinance is to establish minimum standards applicable to providers of Cable Services utilizing the Village rights-of-way. The minimum standards are necessary to insure that the Village rights-of-way will be utilized by Cable Operators in a manner that advances the interests of the Village in making available to Village residents, businesses and institutions quality state-of-the-art Cable Services and to insure that the Cable Services are provided in a manner that is not injurious to the welfare of the Millersburg Community or the health, safety or welfare of the public or property of the Village. These standards are necessary for the preservation of the public health, safety and welfare and are in addition to any requirements that may be contained in a Franchise Agreement for Cable Services with the Village.
