925.16 SERVICE CONNECTIONS.
   (a)    No person except an employee of the Water Department shall be permitted to tap and make any connection with the mains or distribution lines of the Water Department. All connections from the Village water main, including but not limited to lines, valves, cross connections and backflow preventers must comply with Ohio EPA rules and regulations.
   (b)   The Water Department shall furnish the corporation cock, curb cock, curb cock box and the copper tubing or tubing approved by the Village from corporation cock to the curb cock.
   (c)   The property owner shall connect his service line to the curb cock and leave the line exposed to the meter connection until tested and approved by the Water Department pursuant to Section 925.06.
   (d)   All lines between curb cock and meters shall be of Type K copper or approved by the Village. Repairs to existing lines shall be made of copper or the entire lines shall be replaced after inspection and at the discretion of the Water Department.
   (e)   Any service between the main and curb cock which is broken or damaged by anyone other than an employee of the Water Department while performing work at these connections shall be exposed by trenching at the cost of the property owner. Repairs shall be made by the Water Department at the expense of the property owner.
   (f)   No arrangements shall be allowed whereby there may be any possibility of rain, river or other water flowing into the Water Department lines.
   (g)   No service pipe connected with the Millersburg water supply shall be connected with pipes supplied with water from any other source so as to allow any pumpage from flowing to the Water Department lines. No cross connections are permitted unless approved by the Village. Any cross connecting must have back flow prevention. If it becomes necessary to connect or disconnect the cross connection, the customer shall contact the Village.
   (h)   When any premises are supplied with water from two or more standard services such service shall be provided with check valves so that water can flow into the premises but cannot flow out through either of the services.
   (i)   No person except an employee of the Water Department shall be permitted to open or close curb stops or gate valves. Any person violating this section shall be penalized two hundred dollars ($200.00).
   (j)   When a leak occurs between curb valve and house or building to which water is supplied, it shall be the duty of the owner to have repairs made within three working days; provided however, if the Village determines the leak is too severe the Village may disconnect the service. If repairs are not made within a three working days, service shall be discontinued, and Section 925.11 shall apply.
   (k)   The Water Department shall not be responsible for breaks in main or service lines that cause flooding in a basement or damage to premises in any way whatsoever.
   (l)   If the Village determines that the line from the curb stop to the premises is leaking repeatedly, the Village may require the owner to replace the line. If the owner does not do so, the Village may disconnect the water service.
   (m)   The Village shall not be responsible for breaks in the main or service lines that cause flooding in a basement or damage to premises in any way whatsoever. When the Water Department turns the water off at any premises, it will not drain the pipes in the premises or otherwise protect the fixtures within and is in no way responsible for any damage that may result.
   (n)   The owner shall promptly notify the Water Department when it is the owner's desire to have the service discontinued for any reason. Otherwise the owner will be charged for all water used and will at least incur the minimum charge.
   (o)   Special use of water for which no regular rate is given and which may be used under special circumstances shall be at the discretion of the Village Administrator and the charge shall be at special rates which are established from time to time by the Village Administrator.
