It shall be unlawful to peddle or offer for sale in any place but a duly licensed business establishment, any medicine, nostrum, or remedy of any character or description, and no license shall be issued for such purpose. This shall not apply to the sale of medicines, nostrums, or remedies, packaged or labeled in compliance with the requirements of the federal food, drug and cosmetic act and regulations thereunder, and similarly applicable laws and regulations of the state.
