Rules and regulations covering the health, safety, morals, peace, good order, comfort and convenience of the general public with respect to any type of business covered under this title shall be adopted as deemed necessary by the commissioners. Copies of such rules and regulations shall be made available to and displayed by the licensee affected thereby in a conspicuous place upon the licensed premises. (1988 Code §§ 4.01.080, 4.12.010)
