4-1-8: INVESTIGATION AND INSPECTION OF APPLICANT:
   A.   Investigation And Inspection: Within thirty (30) days after receipt of an application for a license, an investigation and inspection shall be made by the proper body for the purpose of ascertaining the general reputation or character of the person making the application, or directly interested therein; the general reputation of those who patronize said business; the nature or kind of applicant's business; whether such place will be, or has been, conducted in a lawful, quiet, orderly, and helpful manner; the conditions of health and safety of such premises, together with any other fact or facts which should be known in acting upon the application. (1988 Code § 4.08.040)
   B.   Report: After proper investigation and inspection has been made as provided for in subsection A of this section and within thirty (30) days after receiving such a request from the county commissioners, a report on such investigation and inspection, together with recommendation as to whether the license should be granted or denied, shall be made by the proper county official and certified to the commissioners.
