A land use authority may impose an exaction, or exactions, on a land use application if:
A. An essential link exists between a legitimate governmental interest and each exaction; and
B. Each exaction is roughly proportionate, both in nature and in extent, to the impact being created by the proposed use, activity, or development. (Ord. 12-12-04, 12-4-2012)
