7-2-1: PERMIT REQUIRED:

No person or vehicle shall gain access de novo, or increase the extent and degree of access, to a designated county high speed collector road except by a driveway or other means of access for which an access permit has first been issued by the county engineer in accord with the terms of this chapter. (1988 Code § 9.08.010)
