The purpose of this Program is to spur the economic development or redevelopment of identified areas which are lagging, deteriorating or depressed to a degree that they no longer contribute satisfactorily to the economy and well being of their neighborhood; or already are, or soon may, constitute a material economic or social deficit to their surrounding community.
